It would be better to chart out a Flying Star chart. If so, yes, in general, it may be placed at a MS#9 provided there are no #2 or #5 within that sector. Alternatively, such a light can help to "burn" or neutralise #3.

Frankly, the procedures are not rocket science. And majority of the procedures are symbolic of "placing wealth into a new home".
