If there is some distance between the two; then a divider or a screen could be used to neutralise this or (I am not sure how `ugly' a curtain or beads look) but the concept here is: `if it cannot be seen (stairs) it no longer poses a threat'. 3. Since the toilets are there, it can be quite different from a home especially if the ratio of toilet area is much smaller than the entire building and in most cases, the toilet bowls may not be exactly at the centre or ideally should occupy one external wall. Usually, for small apartments, we cannot really do much and have to rely on the Feng Shui influences of the entire building. Enhancing Qi (by whatever means) in a small apartment can thus be frustrating or furtile.
