Just imagine the road "slicing" towards the development. Thus, it is still better to avoid selecting units closest to the main road. Luck Periods often range between +30 to -30. +30 being best to -30 being extremely bad.

There is a score attached to each of the 10 year luck period(s). For example a score of 0 = zero is neutral. While a positive score of say 22 means that if this is one's Lucky 10 year period, this should be a very good lucky period. While a negative score of say -26 means that the 10 year period is extremely bad as compared to an unlucky 10 year period of a score of say -6.
