If you are a Singaporean, no need to look at this!
If you have ever been to Singapore; or have yet to come and visit Singapore; then;
Do take note that when one sees a packet of tissue paper on a vacant dining table or several packets of tissue paper infront of each seat; the tissue paper(s) are not FREE!
It simply means that someone has "reserved" the seat! So don't ever take that "vacant" seat! Nor think that that tissue paper packet is FREE!

Haha..This has not been practiced in Malaysia yet :-)

Just as we had understood: placing tissue paper packets on a table means someone will be occupying the table soon...
Look at these photos! This group places umbrellas for the same thing!
