October 26, 20213 yr Author Staff On 26 October 2021 Prior to urban redevelopment in the late 1970s, locals who lived in Hougang referred to the settlement right at the end of Upper Serangoon Road as Kangkar, which means "foot of the river" in Hokkien and Teochew, referring to Sungei Serangoon. Kangkar was also officially known as Serangoon Village in colonial maps and reports. By the mid-19th century, Kangkar was already populated with mainly Chinese and Malay farmers and fishermen. For the residents of Kangkar, Sungei Serangoon and its tributaries served as important waterways to transport people and goods between Singapore and Malaya. In 1861, with increased illicit opium trafficking from Malaya, the British declared Kangkar (officially recognised as Serangoon by the colonial government) as one of the only four legal landing places for boats in the northern coasts of Singapore. By the late 1800s, a police station was established in Kangkar to monitor shipping activities in the area and tackle rising crime rates. Many of Kangkar's Chinese settlers were Techew immigrants from Shantou, China. A sizeable proportion of them were Catholic converts or relatives and kinsmen of converts, which led the Roman Catholic mission, Les Missions Etrangères de Paris (MEP), to establish its presence in Kangkar in 1852. The mission built a church, later named Church of the Nativity of the Blessed Virgin Mary in 1901, which served as an important spiritual and social node for the area. The church also provided accommodation for villa at token rent and founded several schools such as Holy Innocents* High School, Holy innocents' Primary School, Montie Lady of the Nativity and Hai Sing Catholic School which are still operating today. and Secondary School, CHIJ Our Kangkar was also known for its busting wholesale fish market. Fishermen flocked to the market to sell their catch to auctioneers, who sold them to buyers from markets in other parts of Singapore. Over the years, Kangkar's fish market came to be known as the largest and most important fish markets in the North-eastern side of Singapore. Subsequently, with urban redevelopment, the fish market was relocated to Punggol and the villagers of Kangkar were resettled to new housing estates by the mid-1980s.
