The thing is your date of birth is defined by the moment you are born and breathing on your own. You can help pick caesarian date of when a child is born (if the child is still not born yet). 

However, once you are born, that date and time of birth is supposed to be your luck of birth. So you can't really just change your dob, as and when you like. As that won't reflect your true and and time of birth any more. In fact, you are more likely to get a wrong assessment of what you need to improve your luck. So, no you can't just change your dob to improve your luck.
