Hi, the seller left the garden shrine (a four faces god altar) at their front garden and refuse to dispose it at their own. The seller claimed that there is nothing situated on it.

What is the proper way to dispose it? or i can just hack it off as it is cemented on the ground. 

No choice, you may have to get a contractor to demolish the site.
