If you are talking about actual herbs or medicinal plants, then we should classify them as wood elements.
Chemical Supplies
Usually chemicals are processed thru heat and because of this, one may say that it belongs to the fire element.
Fishery
This comes from the earth as we harvest it from the sea. In my opinion, one can classify it as earth element.
If one argues strongly it may also belong to a two combination element i.e. Metal and water. As many fishes are silvery especially salt water /deep water fish and they derive from the water.

Frankly, there are no `clear cut' right or wrong answers for the above.

It is like lawyers who argue their case. Sometimes, if the argue correctly for their defendant, they can win the case.
