My sis intends to buy a flat at this block marked with red star as attached.
Pls give her some advice as its next to her mother-in-law's place which
would be great help for her but provided its not a bad location. FYI, canal
is going to be covered up and a new canal will be built to replace the old
one further away from the block.

Yes, this is a very old estate in Macpherson/Circuit Road area. For circuit road, I am not too sure, but one fine day; if the economic picks up, it may get re-developed like in Toa Payoh. And those who stay there may get priority for new flats in this area. (Please do not take my word for it. I am just guessing. Please rely on govt/HDB's word for it.
I believe it is not blk 121 (the units facing Paya Lebar Way road) as this is one of the most nosiest blocks (vehicle noise pollution) around. This is further fueled by the long stretch of this block that helps to retain and magnify such sounds.
