Yes, that is correct. The Grand Duke has a greater impact so N-NW must be avoided where possible. Location in Conflict is the disagreement or incompatiblity of the Animal Signs type of location, so have a lesser impact.

So if can avoid, you should avoid any renovations in either these two sectors.
